JOB
PURPOSE: To provide accounting
and financial management support to the Head of Programme Finance, theme teams
and the department. To ensure the provision of accurate and timely financial
information through management of time, staff and resources.

responsibility for Departmental budgets. £10,000 sign-off limit.

KEY RESPONSIBILITIES:
Finance
Management
·
Responsible for all
day-to-day financial activities and requirements of the humanitarian department
including budgeting, reporting, coordinating year-end activities, sign-off
responsibilities and the training of non-finance managers;
·
Produce all reports
required by internal customers and ID (incl. Reports on appeals, cat funds, HSP
costs, project costs for HDMT etc) in an accurate and timely fashion
·
To manage the risk
register and oversee year-end process
·
To analyse historic
funds and spend, and to raise concerns and suggest solutions where applicable;
·
To monitor and
regularly update signing authority limits for the whole department;
Operational Finance
·
To ensure budget
holders receive an excellent service from the HD finance team; i.e. accurate,
timely, pro-active and high quality customer service
·
To monitor and provide
analytical data / reports on real-time funds and spend within the department,
advising budget holders on solutions to problems where applicable;
·
Coordinate with
Humanitarian Desk Officers to ensure follow up with regions and other external
customers on funds;
·
Monitor and post
journals prepared by Humanitarian Finance Accountant.
·
Set up team systems,
guidelines, and ways of working to ensure all customers are guaranteed a
continued high quality service
Funding
·
Responsible for the
regular production of fund analysis materials for all stakeholders;
·
Focus point for
providing advice and support to budget holders on restricted proposals, budgets
and preparation of external financial reports to donors;
·
Manage and communicate
on the allocation of light restricted and unwrapped funding across all Regions
·
Working closely with
the Emergencies Marketing Manager to ensure accuracy in the financial
management of Oxfam’s Appeals
·
Responsible for the
management of the departments donor contracts within CRIMSON, as well as the
set up and management of all project budgets within OPAL
General Management
·
Line Management of
Humanitarian Finance Accountant.
·
Production and
updating of team’s objectives/procedures
·
Provide cover for Head
of Programme Finance and Humanitarian Finance Accountant as required
Possible travel to
Oxfam programmes for short periods (two to three weeks at a time) to assist
with humanitarian programme.
